Advancing Scalable Public Systems through Strategic Replication and Transregional Dialogue.
In an increasingly complex global environment, small and underrepresented nations are often burdened by governance models and development strategies that are either too costly, inefficient, or misaligned with their scale and realities. The Council of Global Change (CGC) was founded with the belief that efficient nations are not those that spend more — but those that adopt, adapt, and replicate what already works. As part of its structural mission, CGC is proud to announce the creation of its Permanent Observer Mission to the Central American Parliament (PARLACEN) — a new platform from which CGC will support policy innovation, institutional cooperation, and the practical transfer of tested models across regions. This event will explore how replication of successful governance and development structures can reduce time, cost, and risk for small nations, and how CGC is enabling this across continents, starting with Central America and the Pacific Islands.
